The single most useful fact about filing taxes in the United States is one that TurboTax has never had much incentive to advertise: if your adjusted gross income is $89,000 or less, the IRS will give you commercial tax software for free, and the companies in that programme are forbidden from upselling you.
That is not a loophole or a stripped-down form. It is guided software from established tax companies, with the upsells contractually banned. Below that route sit two more genuinely cheap options, and above it sit the paid products worth considering if your return is genuinely complicated.
What Filing Actually Costs

Federal filing is free on all three routes below. State filing is where the money goes, and it is the number to compare.
| Option | Federal | State | Who it suits |
|---|---|---|---|
| IRS Free File guided software | Free | Free with some partners | AGI $89,000 or less |
| IRS Free File Fillable Forms | Free | Not supported | Any income, confident filers |
| FreeTaxUSA | Free | $15.99 | Any income, any complexity |
| FreeTaxUSA with Pro Support | Free | $15.99 plus $64.99 | Wants a tax pro on call |
1. IRS Free File: Commercial Software With the Upsells Banned
IRS Free File is a partnership between the IRS and a coalition of tax software companies. If your adjusted gross income is $89,000 or less, you can use guided tax software from an IRS partner at no cost for your federal return, and some partners include a free state return too.
The protections attached to the programme are the part most people do not know about, and they are stricter than anything you get on the open market. The IRS states that within Free File:
- No upselling of additional services or hidden fees is permitted.
- Selling bank products such as refund anticipation loans and audit protection is prohibited.
- Deceptive online practices, including confusing designs meant to trick users, are not allowed.
- Member companies pay any IRS penalties or interest resulting from an error in their software calculations.
- Customer service is free.
- Active-duty military get a free federal return from any Guided Tax provider within the AGI threshold.
There is one rule that catches people out, and it is worth stating plainly: you must start at IRS.gov. The IRS warns directly that you will not get IRS Free File if you go to a partner’s commercial website instead. Same company, same software, different price.
Each partner sets its own eligibility on income, age and state residency, so use the Find Your Trusted Partner tool rather than guessing. Free File handles current-year returns only, and you can file a Form 4868 extension through it to push the deadline to 15 October, though any tax owed is still due on 15 April.
2. IRS Free File Fillable Forms: No Income Limit, No Hand-Holding
If you earn above the $89,000 threshold, the IRS offers Free File Fillable Forms to any income level at no cost. This is the electronic equivalent of the paper forms: you enter your own figures, the form instructions guide you, and the system performs only limited calculations.
It suits people whose returns are straightforward but whose income disqualifies them from the guided software, and who are comfortable knowing which forms they need. Two limitations matter. There is no state tax filing at all, so you will handle that separately. And Fillable Forms cannot prepare an amended return, where the guided software can.
3. FreeTaxUSA: Free Federal Filing With No Tiers at All
FreeTaxUSA is the answer for people who are over the Free File income threshold but want none of the complexity of Fillable Forms. Its federal return is free for every tax situation, and it advertises this specifically as having no tiers and no forced upgrades, which is a direct shot at the competitor this article is named after.
The published price list is unusually complete, so there are few surprises:
| FreeTaxUSA item | Price |
|---|---|
| Federal tax return, any complexity | Free |
| State tax return | $15.99 |
| Tax extension | Free |
| Amended return, current year | $16.98 |
| Basic support | Free |
| Deluxe support (live chat, unlimited amendments) | $7.99 |
| Pro Support (tax pro calls and final review) | $64.99 |
| Audit Defense | $19.99 |
| Prior year federal return, 2018 to 2024 | Free |
| Prior year state return | $17.99 |
Two of those lines deserve attention. Prior-year federal returns back to 2018 are free, which matters if you have unfiled years to catch up on and is something IRS Free File explicitly cannot do. And paying your filing fees out of your refund costs $24.99, where paying by card costs nothing. That refund-deduction fee is the same mechanism the whole industry uses, and it is always cheaper to pay by card.
What to Have Ready Before You Start
Most of the pain in filing comes from stopping halfway to hunt for a number. The IRS is specific about what you need in front of you.
- Your income statements. W-2s from employers, 1099s of every flavour, and records of any other income.
- Evidence for deductions and credits. Receipts, mortgage interest statements, tuition records, childcare costs, charitable donations.
- Last year’s adjusted gross income, or your self-select PIN. This is how you sign an electronic return. If you cannot find it, sign in to your IRS online account and look under Tax Records. If you have never filed before, enter $0 as your prior-year AGI.
- Bank details for direct deposit. Refunds arrive far faster this way than by cheque.
One habit worth adopting regardless of which tool you use: check refund status through the IRS rather than the software. Where’s My Refund updates about 24 hours after a current-year return is e-filed, and four weeks after a paper return.
Why TurboTax Costs What It Costs
TurboTax’s pricing is built on a genuinely good product and a series of decisions that push you upward through tiers. A return with a 1099, an HSA, itemised deductions, rental income or stock sales moves you out of the free tier and into a paid one, often partway through a return you have already spent an hour entering. Adding a state return costs again. Filing fees deducted from your refund cost again.
The reason the alternatives look so cheap by comparison is not that they are cutting corners on the maths. Federal tax calculations are federal tax calculations, and every provider here is filing the same forms to the same agency with the same accuracy requirements. What you pay more for is interface polish, integrated expert help, and the confidence that comes from a brand you recognise.
For some people that is worth it. If you have a complicated return, limited patience and enough income that an hour of your time exceeds the price difference, buy the polished product. For everyone else the cost is optional.
Which Option to Use
Check your adjusted gross income against $89,000 first. If you are under it, go to IRS.gov and use IRS Free File. It is commercial guided software, the upsells are contractually prohibited, some partners include a free state return, and it costs nothing. There is no reason to pay for a simple return if you qualify.
If you are over the threshold, use FreeTaxUSA. Federal is free regardless of how complicated your return is, the state return is $15.99, and the full price list is published so nothing appears at checkout. Add Deluxe support at $7.99 if you want live chat, or Pro Support at $64.99 if you want an actual tax professional to review it, which is still far below what the full-service tiers of the big brands charge.
Use Free File Fillable Forms only if you are over the income limit, confident about which forms you need, and willing to handle your state return separately. And stay with TurboTax or H&R Block if your return involves a genuinely unusual situation and you value the handholding, which is a legitimate reason to pay rather than a failure of research.
Whichever you choose, pay the filing fee by card rather than having it taken from your refund, and keep a PDF of the finished return. If you are reviewing subscriptions generally, our guide to accounting software for small business covers the bookkeeping side and the PDF editor comparison covers keeping the paperwork afterwards.
Frequently Asked Questions
Who qualifies for IRS Free File?
Anyone with an adjusted gross income of $89,000 or less can use IRS Free File guided tax software for their federal return. Each partner company sets additional criteria on income, age and state of residence, so use the Find Your Trusted Partner tool on IRS.gov. Free File Fillable Forms is available at any income level.
Is FreeTaxUSA actually free?
The federal return is free for every tax situation with no tiers or forced upgrades. State returns are $15.99, and optional extras such as Deluxe support at $7.99, Pro Support at $64.99 and Audit Defense at $19.99 are priced openly on its site.

Can I file previous years’ taxes for free?
Not through IRS Free File, which handles current-year returns only. FreeTaxUSA offers free federal returns for prior years from 2018 to 2024, with prior-year state returns at $17.99.
